Talega Mello-Roos: Districts, Bond Dates, How to Check
The two special tax districts that cover much of Talega in San Clemente, what each one funds, when their bonds mature and how to find them on an Orange County tax bill.
MELLO-ROOS LOOKUP · NOVEMBER 2026
Updated November 2026 · Rudy Flores · Checked October 31, 2026
Talega grew out of one large planned development, and much of it sits inside two community facilities districts, each adding a special tax line to the Orange County property tax bill. Here they are, with each district’s bond records linked on its card. Checked October 31, 2026. The tax bill and each district’s administrator have the final say.
Thinking about selling in Talega, or buying there? The Home Strategy Quiz takes about a minute, and Rudy answers it himself.
Each Talega home's own Orange County bill shows which of these lines it carries.

Capistrano Unified School District CFD No. 90-2 (Talega), including Improvement Area No. 2002-1
Area
Established in 1990; about 2,112 gross acres in San Clemente, part of the Talega project.
Bonds' final maturity
2016 refunding bonds and 2023 Improvement Area No. 2002-1 refunding bonds: September 1, 2032
Levy limit
Through FY 2036-37, as long as the tax is not needed to pay bond debt service (the district's board shortened the final term; 2016 Official Statement).
Each Talega home's own Orange County bill shows which of these lines it carries.
How Orange County shows it
Orange County tax bills list Mello-Roos under “Special Assessment Charges”, and the Treasurer-Tax Collector now prints the actual name of the CFD bond issued by the agency or city, so the line on your bill matches the bond in the state’s record. The bill also includes a phone number that goes to the agency that issued the debt. To see which parcels a district covers, the Treasurer-Tax Collector links a map of Mello-Roos parcels.
What the dates mean in Talega
For the water district’s CFD No. 99-1, the bonds outstanding mature on September 1, 2030 (2017 Series A) and September 1, 2038 (2014 Series B), and its rate and method stops the tax after Fiscal Year 2038-39 at the latest. For CFD No. 90-2, both bond series mature on September 1, 2032, and the levy ends after Fiscal Year 2036-37 unless it is still needed for debt service.
Those are the dates printed in the bond documents; we don’t estimate payoff dates, and your bill is the authority. General questions, such as whether a district can be paid off early, are answered on our sister site’s Chula Vista lookup.
Selling in Talega
Civil Code section 1102.6b asks a seller to try in good faith to get each levying agency’s Notice of Special Tax and hand it to the buyer. In Talega that usually means two notices, one per district, and having both ready early keeps escrow moving.
Two special tax lines can look like a lot at first glance. A short explanation of what each one pays for, and the year its bonds mature, makes it easy for buyers to compare Talega with the rest of town. Planning a sale? Start with a home value request for a Talega price estimate.
Not covered here
Other San Clemente districts are not on this page. The City’s own CFD No. 99-1, for example, is a commercial district around the Plaza Pacifica retail center, not Talega. We have not reviewed other south Orange County communities here.
